Martyn's Law Compliance: Building a Platform to Help UK Venues Prepare
MoRServ Group, founded by Chris and Meg Dowen, is a risk management consultancy that supports small and medium-sized businesses with risk profiling, business transformation, and intelligence services. Eighty3 first met Chris and Meg through local networking, and a single web project quickly grew into one of our most enduring client relationships.
Over the years, we have supported MoRServ across branding, websites, printed materials, social media assets, and ongoing brand consultancy. So when MoRServ decided to launch Martyn’s Law Services as a dedicated support platform for UK venues, there was only one team they wanted on the job.
The Terrorism (Protection of Premises) Act 2025, widely known as Martyn’s Law, received Royal Assent on 3rd April 2025. Named in memory of Martyn Hett, who was killed in the Manchester Arena attack, the legislation requires premises where between 200 and 799 people may be present to put in place Public Protection Procedures.
For thousands of standard tier premises across the UK, including community halls, places of worship, hospitality venues, and event spaces, Martyn’s Law compliance is a new and often unfamiliar obligation. MoRServ spotted an opportunity to support these organisations through the process, and Martyn’s Law Services was the result.
The Challenge:
Launching a new platform around a piece of legislation still finding its feet is not straightforward. Implementation timelines were subject to change, guidance was still being developed, and MoRServ needed to be able to respond quickly as things shifted. Agility was not optional on this project; it was essential.
Beyond the pace, the scope of work was substantial. Eighty3 was asked to build a full Martyn’s Law compliance platform, not just a website. That meant:
– A brand identity that would feel authoritative and reassuring for a wide range of venue types
– A membership and subscription platform giving organisations access to tiered levels of support
– A self-assessment quiz to help premises understand how prepared they currently are
– A community area with resources, webinars, and a rolling newsfeed
– Printed materials, including roller banners and leaflets for events and outreach
Sitting beneath all of that was a need to keep the whole platform clear and accessible. The people using it would range from experienced compliance managers to venue owners with no prior knowledge of the legislation, so the design and content needed to work for both.
Our Approach:
Having worked with Chris and Meg for a number of years, we already understood how they think and what they care about. We did not need a lengthy onboarding process to get up to speed; we could focus straight away on getting the work right.
We started with brand consultancy to establish the Martyn’s Law Services identity as its own brand within the MoRServ Group. The brand guidelines we produced needed to strike a careful balance: professional and credible enough for a legislative context, but clear and accessible for premises managers who may be navigating compliance for the first time.
With the brand established, we moved into the WordPress platform build. The site was structured around several key components:
– A homepage clearly explaining Martyn’s Law compliance and who the legislation applies to
– A free preparedness assessment letting venues quickly gauge where they stand
– A paid detailed assessment for organisations that needed a more thorough review
– A membership subscription giving access to a community area, webinars, videos, and regular updates
– A consultancy pathway for those requiring bespoke one-to-one support
As the legislation developed and timelines shifted, we stayed close to Chris and Meg to adapt the platform accordingly. That meant updating content, refining functionality, and responding quickly when priorities changed. It is the kind of working relationship that only really works when both sides know and trust each other.
Alongside the digital work, we designed and produced roller banners and event leaflets so MoRServ could take the Martyn’s Law Services offer directly to venues at in-person events.
